India interested in more C-17s, says Boeing

India has expressed early interest in the possibility of obtaining more Boeing C-17 strategic transports to follow its firm order for 10 of the type.

"There is some initial indication that they might be interested in as many as six to eight more," says Dennis Muilenburg, chief executive of Boeing Defense, Space & Security. "These are decisions that will have to be made by the Indian customer," he said at the Shangri-La Dialogues, an annual defence conference in Singapore.

Unsourced media reports in India have long hinted that New Delhi may obtain more than the 10 C-17s it has on order. In August 2011, Indian defence minister A K Antony told the nation's parliament there were no plans for a follow-on buy.

Last year, Boeing reduced the number of C-17s produced annually to 10 from 15. Muilenburg says that based on the current backlog, the company can keep its final assembly line in Long Beach, California, open until the third quarter of 2014.

"We continue to see international opportunity beyond the current firm backlog, and so we're hopeful to extend production beyond that date," he says. He adds that it is "difficult to say" how long the line can be kept open beyond late 2014.

"We do see opportunities for perhaps two or three more years [contingent on international sales]," he says. "It's highly dependent on those decisions moving forward on a pace that supports the production line.

"We go through a deliberate process every quarter looking at the future order potential and the longevity of production, and continue to manage things to be sure we continue to deliver on schedule and on cost."

Boeing says India's C-17s are due to be delivered in 2013-2014.

Muilenburg also confirmed recent reports that Indonesia has expressed interest in obtaining the AH-64D Apache Longbow attack helicopter.

Israel top suspect behind new cyber menace

Israel is widely seen as the prime suspect in the "most complex" cyberattack by a data-gulping computer worm known as W32.Flame that has hit Iran's oil industry and other targets in the Middle East in recent days.

And Israeli leaders are doing little to discourage speculation that the Jewish state's newly established cyber command is the main culprit behind the attack that some analysts say marks a new era in cyberwarfare.

Israeli Deputy Prime Minister Moshe Yaalon, who's also minister for strategic affairs, hinted Monday that Israel was involved in the Flame attacks that in April targeted Iran's oil industry, already battered by international sanctions, as well as computers in Saudi Arabia, the Israeli-occupied West Bank, Sudan and Egypt.

"Anyone who sees the Iranian nuclear threat as a significant threat," he said in Tel Aviv, will find "it's reasonable to take various steps, including these, to hobble it.

"Israel is blessed as a country rich in high-tech and these tools that we take pride in open up all kinds of opportunities for us."

Israeli Prime Minister Binyamin Netanyahu set up a National Cybernetic Task Force in July 2011 tasked with developing defenses to protect the country's strategic infrastructure from Internet-based attacks.

The following month, Israel's military establishment formed a cyberdefense command within the C4I Directorate -- command, control, communications, computers and intelligence -- under an army colonel who formerly headed Matzov, the Hebrew acronym for the Center for Encryption and Information Security.

At the center of this highly classified network is Unit 8200 of Military Intelligence, a super-secret signals intelligence and codebreaking unit that's understood to have been given responsibility for all the Jewish state's cyberwar capabilities.

The Jerusalem Post reported in May 2011 that Unit 8200 was suspected of playing a key role in developing the Stuxnet worm that Tehran said in September 2010 had disrupted its nuclear program and high-value industrial facilities.

Computer experts generally agreed at the time that the mysterious Stuxnet worm, then the most sophisticated malware system ever detected, could only have been put together by the intelligence services of Israel or the United States or another combination of states.

The German newsmagazine Der Spiegel quoted sources familiar with the Stuxnet operation as insisting it was a "a blue-and-white operation Â… a purely Israeli operation,' referring to Israel's national colors.

The sources said a secret Israeli unit, most likely Unit 8200, was responsible for programming much of the Stuxnet code.

U.S. sources say Israel's Dimona nuclear complex in the Negev Desert south of Tel Aviv was used as a testbed for the Stuxnet virus by a U.S.-Israeli team before it was unleashed against Iran June 22, 2009.

The Iranians since then have been hit by other worms dubbed Stars and Duqu, and have apparently struck back against Israel with their own cyber weapons. In November, Israel's military and intelligence services Web sites crashed for several hours in what appeared to be cyberattack.

A few days earlier, Anonymous, a shadowy group of global hackers and online activists, had threatened to hit Israel to retaliate against its economic blockade of the Gaza Strip.

But whether or not Anonymous was responsible, the Israelis braced for Iranian cyberattacks.

Yiftach Ron-Tal, a reserve major general and chairman of the state-owned Israel Electric Co., warned: "We need to be prepared for the possibility that critical infrastructure will be paralyzed."

The Iranians are believed to have built up a sizeable cyberwarfare network to counter what they see as a concerted Israeli-U.S. effort to cripple their nuclear project through a multilayered campaign of disruption and assassination.

Kapersky Labs, the Russian Internet security company that discovered W32.Flame, says it's the most complex and sophisticated cyberweapon it's expected have come across.

"The Flame malware looks to be another phase in this war," said the group's co-founder, Eugene Kapersky.

Where the ground-breaking Stuxnet malware damaged industrial controls, the Flame virus is designed to spy and gather intelligence by stealing programs. It can even switch on microphones attached to a computer to record conversations, experts say.

"This is a fully featured spying program that's grabbing anything it can," said Orla Cox of Symantec, a leading computer security company.

We suspect there's some nation state involvement because of the funding you'd need to have behind this."

Russia tests next generation missile

Experts say that the new missile combines all the know-how of Russia's Topol M, Yars and Bulava missiles and features improved technology for launching, calculating trajectories, maneuvering and hitting targets.

On May 23, Russia successfully tested a new intercontinental long-range missile at the Plesetsk space center which is located in its northwestern Arkhangelsk region. According to Russia's Defense Ministry, the missile's dummy warhead landed on target at the Kura testing range on the Kamchatka peninsula.

The Intercontinental Ballistic Missile (ICBM) was fired from a mobile launcher by the Russian Missile and Space Forces.

The purpose of the launch was to test the missile's new technical features, in particular its maneuverable warheads, says Vice President of the Academy of Defense and Security, Viktor Esin.

"These warheads have a variable and unpredictable flight trajectory, so they can defeat any interceptor missile system."

Due to the new missile's high velocity and a greater number of warheads it can carry, it is more effective at penetrating missile defense systems than any of its predecessors: for example, missiles carrying 10 warheads have a better penetration capacity than a single warhead missile, so our engineers have designed a missile which can carry multiple warheads.

Our defense experts have spent a lot of time on developing missiles that can penetrate any anti-missile shields, says the Komsomolskaya Pravda's military observer Viktor Baranets.

"It is common knowledge that Russia has maneuvering ultrasonic warheads. Now our engineers are working on expanding the capacities of these warheads and adjusting the missiles to the new missile defence systems that the US and NATO intend to deploy in Europe by 2020. By carrying out the May 23 launch, we are preparing our response to US and NATO plans."

F-22 Modernization Plans Progress Despite Hypoxia Issue

Now out of production, the Lockheed Martin F-22 Raptor is troubled by an unresolved problem thought to be tied to its onboard oxygen generation system (Obogs). Nevertheless, the U.S. Air Force recently deployed the stealthy fighter to Al Dhafra airbase in the UAE, and it plans to add new capabilities to the aircraft over the next decade.

In late April, the Air Force confirmed sending F-22s to “Southwest Asia” for what was described as a normal deployment to promote regional security. The deployment apparently sends a message to nearby Iran over its nuclear ambitions. Days later, on May 2, the Air Force took possession of the 195th and final F-22, delivered by Lockheed Martin Aeronautics in Marietta, Ga. The final aircraft joined the fleet of 187 operational F-22s. Eight other Raptors were used as test aircraft.

With production ended, the Air Force plans to add new capabilities to the Raptor. Testifying May 8 before a Senate Armed Services Committee subcommittee, Lt. Gen. Janet Wolfenbarger, military deputy to the assistant secretary of the Air Force for acquisition, said the service’s Fiscal Year 2013 budget request includes $512 million for research, development, test and evaluation of F-22 modernization and $333 million for procurement. Initial operational capability of an Increment 3, which will add synthetic aperture radar ground mapping, threat geolocation and Small Diameter Bomb carriage, is planned this year.

Increments 3.2A/B in 2014 and 2018 will add advanced electronic protection and combat identification, AIM-120D and AIM-9X missiles and “significantly improved ground threat geolocation.” According to the Government Accountability Office, the Air Force plans to spend $9.7 billion on F-22 modernization through 2023.

But the latest developments are clouded by unresolved incidents of hypoxia, or oxygen deprivation, experienced by F-22 pilots, possibly rooted in the Obogs. A seven-month investigation by the Air Force Scientific Advisory Board failed to identify the cause, and the service continues to study the problem.

The Pentagon has added to earlier steps undertaken to protect against hypoxia with three new requirements. George Little, acting assistant secretary of defense, announced the latest steps during a May 15 briefing. The Air Force will expedite the installation of an automatic back-up oxygen system in all F-22s, retrofitting 10 aircraft per month beginning in January. Effective immediately, all F-22 flights “will remain within the proximity of potential landing locations” and long-duration flights in Alaska will be performed by other aircraft. Finally, the Air Force must report monthly to Secretary of Defense Leon Panetta on its efforts to identify the cause of hypoxia incidents.

Putin to meet Iran's Ahmadinejad in China

Russian President Vladimir Putin will meet his Iranian counterpart Mahmoud Ahmadinejad on the sidelines of a summit in Beijing next week as tensions rise over Tehran's nuclear drive, a Kremlin official said.

"Meeting Ahmadinejad will let Putin personally feel the tension around the Iranian issue and how it is perceived in Tehran," Kremlin foreign policy aide Yury Ushakov told reporters last week in comments that were embargoed for release until Sunday.

Putin and Ahmadinejad agreed to meet over the phone and the initiative came "from both sides," Ushakov said.

The meeting will come as Russia prepares to host the latest round of talks on June 18 and 19 between world powers and Iranian negotiators in a bid to find a diplomatic solution to the standoff over Iran's nuclear programme.

The Moscow talks will follow a meeting last month in Baghdad where the six world powers - the United States, Britain, France, China, Russia and Germany - confronted Tehran over its intention to enrich uranium despite fears it was building a nuclear bomb.

The talks achieved little in two days of intense discussions besides setting up the next meeting in Moscow.

Moscow and Beijing are against the expansion of military alliances and the deployment of the anti-missile system within military blocs, Russia’s Foreign Minister Sergey Lavrov said in an interview with Xinhua news agency ahead of the coming visit of President Vladimir Putin to China.

According to Lavrov, both countries are supporting the multi-polar model of international relations and the strengthening of the UN role in international affairs.

Lavrov noted that stronger interaction between Russia and China on the international arena has been determined by the complicated situation in the world which is characterized by large geopolitical and economic changes.

India’s Border Security Force Issues RFI For 201 Satellite Phones

The Indian Ministry of Home Affairs (MHA) is looking to upgrade the Border Security Forces’ communication systems by procuring 201 satellite Phones.

The MHA issued a Request For Information on 4 May, 2012 and is expecting responses before 19 June, 2012.

According to the RFI document available online, the BSF will procure the ISATPhones along with the complete set of accessories. The potential cost of the contract is still unclear.

The BSF has been using the V-SAT based communication networking under the POLNET scheme which provides voice, fax and data communication.

An ISATPhone is used in extremely remote locations where a normal cell phone is useless. Much like the V-SAT based communications, the ISATPhone will provide additional voicemail, e-mail access and basic GPS location services.

India is looking to beef Up Security with ISATPhones and in 2011 the Indian government confirmed the construction of 255 BSF outposts along the country’s borders with Bangladesh and Pakistan.

Some of the major manufacturers of satellite phones include Inmarsat and L-3 TRL Technology, two of the largest Isatphone makers in the UK, the U.S based Iridium, Vizida Solutions; part of the EADS group, UAE based Thuraya.
